This is such a nice time of the year to celebrate National Dental Hygiene Month! What also comes along with fall is our ODHA Annual Conference, November 9-10th. Registration is now up on the website and reminder postcards have been sent out. The speaker line up is incredible and we can’t wait to see you there! New leaders will be elected, awards will be given out to appreciate the movers and shakers in our profession and so much more. As I end my year as your President, we will review and reflect on the events and accomplishments during general session. Remember, there are no longer Delegates at our annual meeting which means every member in attendance has a vote and we will enjoy a wonderful meal while we conduct business. Our Red Carpet themed Friday night will include a comedian and dinner to relax after a long day of quality education. WHY SHOULD YOU VOTE IN THIS ELECTION?
Because your vote matters. Your vote for candidates in this election will help determine the majority party in both the U.S. Congress and in the Oregon State Legislature. And your vote on state ballot measures in this election will help set policies for Oregon related to affordable housing, grocery taxes, enforcement of federal immigration laws, and public funding for abortion. The Oregon General Election will be held on Tuesday, November 6, 2018. To be eligible to vote in this election, you must be registered by October 16th. You can register to vote online at www.oregonvotes.gov/register. All elections in Oregon are conducted by mail. Ballots will be mailed to registered voters beginning October 17th. You should have already received your Voters’ Pamphlet in the mail. You can return your ballot by mail, take it to your local elections office, or drop it in one of the many drop boxes throughout the state. Your ballot must be physically received by 8:00 PM on November 6th. Postmarks do not count. If you have questions about voting in Oregon you can call 1-866-673-8683 or call your county election office.

Health Professionals' Services Program UpdateOregon’s Health Professionals’ Services Program (HPSP) is beginning its ninth year of operation. The state’s HPSP began July 2010 following the legislative consolidation of professional health board’s alternative to discipline and diversion monitoring programs under ORS 676.190 and has been operated by Reliant Behavioral Health ever since. The program supports public safety while helping licensed health professionals with recovery and to continue practicing. To be eligible for the program, the licensed health professional must have a diagnosed substance use disorder, a mental health disorder, or both types of disorders. Four health profession regulatory boards currently participate in HPSP: Oregon Board of Dentistry (OBOD), Oregon Medical Board (OMB), Oregon State Board of Nursing (OSBN), and Board of Pharmacy (OBOP). Since 2010, HPSP has worked with 36 of Oregon’s Dental Professionals. To date, twenty of these dentists and dental hygienists have successfully completed the program with an additional eight dental professionals still in the program; this is a 78% success rate. Combined with licensees of the OMB, OSBN, and OSBP, 853 licensees have participated in the program with a 70% success rate. HPSP provides the structure and accountability for licensed health professionals to be successful. Licensed dental board professionals require approval from the Oregon Board of Dentistry to participate in HPSP. The Board’s designated Diversion Coordinator is Haley Robinson and she can be reached at 971-673-3200. Member Spotlight
To be a recipient of this award, the applicant must presently be working clinically as a dental hygienist for a minimum of 10 years and be a member of ADHA, demonstrating quality of care within his/her practice at the patient side with an active commitment to patient compliance. As part of this, the recipient also demonstrates outstanding clinical knowledge, skills, and professional compliance. The recipient of this award has been identified as a role model for patients and peers and recognized as dedicated, compassionate, and a highly effective clinician. In addition, the recipient shares their clinical knowledge and expertise through presentations, workshops, participation in research and /or programs that provide access to care and they contribute to advancing clinical outcomes. “I am honored and humbled to be recognized by my peers for what I see as my duty as a professional health care provider; that is, to increase access to care, help my patients be the healthiest they can be, and to help other health care providers stay current on the best protocols for doing the same. It is my hope that with this award, I can continue to raise awareness and to inspire others to not only work hard on behalf of every person, but also to move forward in their own career to find satisfaction, passion, and growth.” ~ Kyle Isaacs
The Excellence in Dental Hygiene Award honors dental hygienists who have evidence of active involvement in ADHA and its constituents, while exhibiting evidence of leadership in the advancement of dental hygiene. The award recognizes outstanding accomplishments that have an impact on the practice and future of the dental hygiene profession in any and/or all roles of the dental hygienist. Only two recipients are chosen for this award each year. Lisa is celebrating her 40th year as a dental hygienist. She has spent most of her career working in dental hygiene education and dental hygiene advocacy. She currently serves as the founding director for the BS Degree Dental Hygiene Program at Pacific University. She also serves as Advocacy Director for ODHA and has advocated for policy changes in both Pennsylvania and Oregon to protect and expand the scope of practice for dental hygienists. “I am very honored to receive this national award from ADHA. I am grateful to ODHA and Pacific University for providing me with the opportunity to help shape the future of the dental hygiene profession.” ~ Lisa Rowley
ADHA HighlightsADHA National Conference 2018 “This was my first National Conference, and I was unsure what to expect. The number of attendees, the Key Speakers and the available CE classes available was impressive! But representing Oregon as one of its National Delegates was a humbling honor and eye-opening experience. Keeping in mind that here in Oregon we are allowed greater freedom in treating our patients, and remembering that in other states, dental hygienists are still fighting to be allowed to do things we take for granted, was difficult at times but made me appreciate the Oregon dental hygienists that came before, paving the way for us. Discussing, debating, listening and coming to a consensus with other delegates on key issues affecting not only our organization and our careers but also our future in dental hygiene, allowed me to feel a greater sense of responsibility. By the end of the process, I equated my role as a delegate to that of a Senator or State Representative in Congress. We are there deciding how the ADHA will proceed, supporting some causes, and putting on the back burner others. Determining our focus, for now, and coming together as a unified organization. This experience gave me a greater understanding of how the ADHA moves forward and works toward our goals on a national level. And I look forward to becoming more involved and representing in the future.” ~ Laura Vanderwerf “I was honored and humbled to be able to attend ADHA both as an award winner and as a delegate. It was my first time attending ADHA and it was an empowering experience. To be part of change and helping to move our profession forward was powerful. I am excited at the prospect of what is on the horizon for our profession and ADHA and the House of Delegates is a huge supporter of helping all dental hygienists to be able to work at the top of the scope of their practice. I did get up and speak at the microphone two times, and although I was nervous, I was proud that I did. I would highly recommend going to ADHA and being at least an alternate delegate so that dental hygienists can see and understand how ADHA is working for them.” ~ Kyle I “As a student delegate, I had the opportunity to participate in the ADHA Annual Conference in Columbus, Ohio. This experience had taught me the value of being a member of ADHA and the benefits that it brings to the dental hygiene profession. I was able to meet hygienists and students from all over the United States which opened my eyes to the diversity in care that each state can provide to their patients. My favorite part of the conference was participating in the voting process for proposed resolutions and bylaws of the ADHA. This year, a proposed resolution was passed to support the elimination of live patient board exams. I was intrigued to see the passion that practicing hygienists had for students and the future of the the dental hygiene profession. I will continue to be involved in ADHA because this experience has opened my eyes to how important this organization is for improving th care that hygienists can provide to their patients.” ~ Kaylynn Walls ADHA Update - Elimination of Live Patient for Clinical BoardsADHA Adopts Policy on Live Patient Clinical Exams for Licensure The 2018 ADHA House of Delegates adopted policy that ADHA supports elimination of patient procedure-based single encounter clinical examinations for graduates of CODA accredited dental hygiene programs that are eligible to take the National Board Dental Hygiene Examination. The American Dental Association (ADA), the American Dental Education Association (ADEA) and the American Student Dental Association (ASDA) have adopted similar policies. ADHA will work in collaboration with these organizations on a coalition for dental licensure reform. One of the goals of this coalition is to eliminate the use of live patient clinical examinations for dental and dental hygiene licensure. Here are some links that include background information on this topic:
Lisa Rowleyprovided testimony on behalf of ADHA at an open hearing of the Commission on Dental Accreditation (CODA) that was held during the 2018 ADHA Annual Conference. This CODA hearing focused on proposed revisions to the Accreditation Standards for Dental Hygiene Education. Lisa testified in support of the proposed revisions that will strengthen the accreditation standards in terms of dental hygiene diagnosis and the dental hygiene process of care. A portion of Lisa’s testimony stated, ”Dental hygiene diagnosis is an integral component of the dental hygiene process of care. Assessment simply refers to the gathering of information about the patient and their oral health. This assessment information must be synthesized into a dental hygiene diagnosis in order to make decisions about the patient’s individual needs and to develop an appropriate dental hygiene treatment plan for that patient. A dental hygiene treatment plan cannot be developed if the assessment data has not been critically analyzed to determine that patient’s specific needs.”

We have had a busy kick off to spring so far with our ODC RDH event and the Philips Symposium. At the Philips event we were updated on the latest oral cancer information and learned all about the importance of the gut microbiome all while having a ton of fun! The food was generous and delicious, not to mention we all got a free Sonicare power toothbrush and a whitening pen! We have been distributing PDT instruments at these events and now it is time to mail them to those of you who could not pick it up in person. Please update your address with ADHA, as we will be pulling the updated roster soon to get your member appreciation instrument to you! The components have been very active; make sure to visit www.ODHA.org to access the calendar of events. You will notice it has had a facelift! It is easier to navigate and find the things you need. Happy Spring!!
I hope you all are doing great and are staying healthy. Thank you for supporting and empowering the dental hygiene profession with your membership. Oregon is such a wonderful state to practice in and your membership allows us to stay organized and ready to create improvements to what we have and also defend our scope of practice should potential threats arise. Don’t forget about the quarterly payment plan offered by ADHA when you are up for renewal. It is just a quick phone call and can remove that cost barrier for you. You are worth the investment!!!
The component leaders are working hard to plan events around your area. Please don’t hesitate to contact your component chair if you know of a speaker, volunteer opportunity or venue you would like to suggest. Would you like to see more events in your area? With the large component boundaries you can help your area out by volunteering!!! It is fun and rewarding to get involved with our professional association. We hope to see you at our upcoming events!!!

Dental hygienist brings care to those who need it most
By Ed Russo
Twenty years ago, after a change in state law, Oregon began allowing dental hygienists to care for people without being under the direct supervision of a dentist.
As a hygienist, Isaacs can provide several dental treatments. But other procedures, such as drillings and fillings, can only be performed by a dentist.
Expanded practice dental hygienists will refer patients to see a dentist annually for an exam and at other times if the hygienist is concerned about the oral health of their patients.
Today, Oregon has 4,312 licensed dental hygienists, according to the state Board of Dentistry. Of those, 719 hygienists with additional training have expanded-practice permits, like Isaacs.
However, the Board of Dentistry doesn’t track how many hygienists use their expanded permit to work outside dental offices, similar to what Isaacs does.
Nationwide, 38 eight states allow hygienists to perform dental hygiene services outside a dental office. However, most states require hygienists to receive permission from a dentist first, Isaacs said.
Oregon is one of a few states where that permission is not necessary, she said.
In Oregon, dental hygienists such as Isaacs only can do such work in certain places, including nursing homes, schools, jails, mental health facilities, public health clinics and the residences of low-income people.
